Abaka International Outreach | Fil-Am Teachers United - Arizona Chapter
J-1 Teacher Support & Automatic Chapter Membership Terms
Automatic enrollment — no separate membership signature
These Terms are part of the Abaka International Outreach ("Abaka") J-1 Teacher application and registration paperwork. When a teacher completes and submits that paperwork, the teacher is automatically enrolled in Fil-Am Teachers United - Arizona Chapter (the "Chapter"), unless the teacher has told Abaka not to enroll them. No separate Chapter membership application, election, or signature is required.
1. Program and Chapter relationship
Abaka provides teacher-support information and referrals. The Chapter is a professional and community-support group for teachers. These Terms do not create an employer-employee relationship, guarantee placement or immigration status, or replace any separately executed service contract, school employment agreement, or designated J-1 sponsor agreement.
Only a U.S. Department of State-designated sponsor holds the responsibilities assigned to J-1 sponsors. Abaka and the Chapter do not issue Forms DS-2019 or make government immigration determinations unless specifically authorized under applicable law.
2. Automatic enrollment when paperwork is submitted
Each teacher who completes and submits Abaka J-1 Teacher application or registration paperwork is enrolled automatically as a member of Fil-Am Teachers United - Arizona Chapter, unless that teacher has requested not to be enrolled. Enrollment begins on the date Abaka receives the completed submission; no second membership form, membership-choice checkbox, or membership signature is required. Abaka may send a membership confirmation to the teacher.
Teachers may decline enrollment before submitting paperwork or withdraw at any time afterward by contacting Abaka through the contact page on this website. There is no penalty for declining or leaving. This Chapter membership is not a requirement of the U.S. government, a J-1 sponsor, or a school district, and declining or withdrawing will not, by itself, affect a teacher's J-1 status, placement, employment, wages, or rights.
Chapter membership under these Terms is free. No initiation fee, dues, recurring charge, automatic payroll deduction, or obligation to pay a lawyer or another professional is created by enrollment. Any future paid membership or service must be separately disclosed and affirmatively accepted.
3. Teacher benefits and available resources
Abaka and the Chapter may provide information, introductions, workshops, and referrals in the following areas, depending on availability. Resources are offered as assistance, not as guarantees of services or results:
- Legal referrals: information about and referrals to licensed immigration attorneys, business attorneys, labor and employment attorneys, and other qualified professionals.
- Employment rights and advocacy resources: general information about contracts, workplace concerns, pay and benefits, discrimination, grievances, and independent reporting channels.
- Immigration education: general information and referrals relating to J-1 compliance, J-2 dependents, sponsor questions, extensions, and immigration issues that require advice from an authorized professional.
- Professional development and mentoring: classroom management, U.S. school practices, special education/IEPs, networking, leadership, continuing education, and experienced-teacher mentoring.
- Housing and relocation: community resources relating to housing, leases, transportation, identification, banking, and settling into Arizona.
- Family, culture, and community: school and family resource information, Filipino cultural celebrations, exchange events, networking, and volunteering opportunities.
- Financial education and emergency resources: budgeting, taxes, credit and scam awareness, and referrals to appropriate community assistance during urgent situations.
4. Attorney referrals and financial responsibility
Abaka will endeavor to point teachers toward appropriate immigration, business, labor and employment attorneys or other professional providers when teachers request assistance. Teachers decide independently whether to contact, retain, or select a referred professional and may use any qualified professional of their choosing.
ABAKA INTERNATIONAL OUTREACH IS NOT PAYING AND IS NOT RESPONSIBLE FOR PAYING THE TEACHER'S ATTORNEY FEES, CONSULTATION FEES, RETAINERS, COURT COSTS, GOVERNMENT FILING FEES, OR ANY OTHER THIRD-PARTY PROFESSIONAL FEES OR EXPENSES, unless Abaka specifically agrees otherwise in a separate writing signed by an authorized representative.
Abaka and the Chapter provide information and referrals; they do not themselves provide legal representation or guarantee any professional service, immigration outcome, court result, employment result, or free consultation. The teacher and the selected provider determine any fees and professional engagement directly.
Nothing in these Terms removes a payment or support obligation that applicable law, a designated J-1 sponsor's duties, or an existing separate written agreement requires.
5. Participation and teacher responsibilities
Teachers should keep contact information current, treat other members respectfully, comply with lawful Chapter rules provided to them, and independently follow their designated sponsor's J-1 requirements and their school employer's policies.
Community meetings, cultural programs, mentorship, and volunteering are optional opportunities. Chapter activities do not automatically satisfy separately required J-1 cross-cultural program activities; such requirements remain subject to the designated sponsor's rules. These Terms do not require unauthorized employment or volunteer work.
6. Fees and limitations of assistance
No Chapter membership charge or recurring payment is authorized by the submission of Abaka paperwork. Recruitment, relocation, housing, or other Abaka program charges, if any, must be separately and clearly disclosed in the teacher's applicable written service agreement.
Abaka does not guarantee J-1 approval, a job, housing, an attorney, a particular service, or a favorable outcome. Teachers retain the right to seek advice and assistance from government agencies, schools, their designated sponsors, independent legal counsel, and other organizations.
7. Privacy and teacher protections
For the limited purpose of Chapter enrollment and member-service communications, Abaka may provide authorized Chapter coordinators a teacher's name, contact email, phone number, and general school or Arizona location from the Abaka application. Full application materials, passport information, case records, sensitive immigration information, and confidential legal issues will not be provided to the Chapter or third parties for this purpose without separate permission or another lawful basis.
Teachers may contact a J-1 sponsor, attorney, school or district, government agency, or other independent resource about concerns. Neither Abaka nor the Chapter will retaliate against teachers for seeking outside assistance, reporting concerns, declining membership, or withdrawing from the Chapter.
8. Duration, withdrawal, and revisions
Membership begins upon Abaka's receipt of completed and submitted J-1 Teacher paperwork, unless the teacher declines enrollment. Membership continues until the teacher withdraws, the Chapter ends membership in accordance with disclosed lawful policies, or the Chapter ceases operating. To decline or withdraw, teachers may contact Abaka through this website. Withdrawal is effective upon Abaka's receipt of the request, subject to reasonable processing for stopping Chapter communications.
Changes involving new fees, material additional data sharing, or other new financial commitments will require clear notice and any legally required additional consent. If one provision cannot lawfully be enforced, the remaining provisions continue as permitted by law.
9. Notice on application paperwork
These Terms are displayed and linked on the J-1 Teacher application page before the teacher submits the application, with the automatic-enrollment notice shown immediately above the Submit button.
Completing the regular application paperwork triggers Chapter enrollment as described here. There is no separate Chapter signature requirement. Teachers may request a copy of these Terms at any time. Submission does not waive legal rights or authorize dues, automatic payments, or unrelated promotional marketing.
